The University now has full access to the Canadian Centre for Occupational Health & Safety (CCOHS) web site (http://ccinfoweb.ccohs.ca/) which has a comprehensive MSDS databank; CHEMINFO has detailed profiles of over 1300 important workplace chemicals, RTECHS contains toxicological information, HSELINE and OSHLINE with NIOSHTIC (abstracts on world-wide literature on occupational safety and health); CHEMINDEX provides a convenient guide to information resources on over 200,000 chemicals; IPCS INCHEM provides access to hundreds of publications about chemicals from international organisations that co-operate with the IPCS.

HSE is to consult shortly on the Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) and the supporting Approved Code of Practice. DSEAR will apply to any substance or preparation with the potential to create a risk of harm from energetic events such as fires, explosions, or thermal runaways from exothermic reactions. DSEAR is only concerned with the harmful physical effects arising from thermal radiation, over-pressure effects and oxygen depletion effects. Activities we carry out which will come under this Regulation includes use of flammable solvents in laboratories or as cleaning agents, transport of flammable liquids in containers around workplaces, handling and storage of flammable wastes and the use of flammable gases, e.g. acetylene for welding.

Hazard & Safety Notices" from NHS: -

  1. The spreader bar can become detached on "Inter Care All-in-one Hoist" for lifting patients with serial numbers in the range 96/03/126 to 99/06/282, and should be taken out of service immediately to prevent further use. Contact Talley Group Ltd to arrange corrective action.
  2. Matechane Miniclave Model 21Le Vacuum Benchtop Steam Sterilizer. Control systems and user instructions are inadequate and the manufacturer does not provide an acceptable steam penetration test for this equipment which could fail to sterilise loads. Do not use for wrapped, hollow or tubular devices, use for unwrapped solid devices only.
  3. Entrapment and asphyxiation risks due to beds fitted with bed rails in poor condition.
  4. Dry Heat sterilizers - NHS advise to take these out of use if they have no automatic controller, if doors have no locks to prevent access to the load before the cycle is complete or if the units are not maintained and tested weekly to verify they are achieving sterilising conditions.

The HSC have just approved an updated list of occupational exposure limits for substances hazardous to health which include: - Chlorobenzene, Cumene, Ethylbenzene, Orthophosphoric acid, Phenol, 1,2,4-Trichlorobenzene, Xylene isomers, Acetone, Heptan-3-one, Tetrahydrofuran, Cyclohexanone, Diethyl ether, Piperazine and piperazine dihydrochloride. The updated version of Part III of the Health and Safety Code of Practice, guidance on Loneworking and Safe Driving and all the Safetyline bulletins produced over the past 14 months are now on the Safety Services web pages.

Fixed monitors for Oxygen deficiency are being purchased from Crowcon instruments for around 400 per unit. Departments requiring units can get details of these from David Hutchinson in Estates Services

Many thanks to all of you who returned the Health and Safety Self-audit questionnaire in October. I am pleased to say that the results are an improvement on last year and I am delighted on the progress you are making on the h&s front across the campus. I will be responding to each of you individually over the next month. Also many thanks for sending me your views in the Customer Survey I sent out early January to help us to improve our service.
